The 2023–24 Annual Report documents the outcomes of Delaware’s Career and Technical Education (CTE) system — one of the strongest in the nation. From middle school career exploration through postsecondary credentialing, this report captures the progress, data, and student stories behind Delaware’s commitment to building an equitable, career-connected education system.
This report is published by the Delaware Department of Education in alignment with the Delaware Pathways Strategic Implementation Plan through 2028.

Participation data across all 16 career clusters and 120+ programs, with breakdowns by grade, race, gender, and subpopulation.
Perkins Core Indicators
Performance data on graduation, academic proficiency, post-program placement, work-based learning, and credential attainment.
Postsecondary CTE
97.4% of postsecondary CTE students earned a recognized credential — exceeding the 81% state target.
Work-Based Learning
5,200 students participated in WBL activities across all career clusters, with expanding access for low-income students and students with disabilities.
Career & Technical Student Organizations
8 active CTSOs, 4,383 students competing in 430 events, and 74 top-10 awards at national competitions.

2028 Strategic Priorities

Delaware has the strongest and widest reaching CTE model in the nation. We must maintain our charted course in the face of headwinds, noise, and shiny distractions. We are only successful if participation in CTE results in fulfilling careers grounded in individual identity, financial stability, and healthier and socially-just communities.
